The University of the Armed Forces ESPE is an Institution of Higher Education (IES), which is regulated by the State higher education bodies. In this vision, one of its main regulatory instruments is the Organic Law of Higher Education (LOES). There it is stated in the article 77, that “higher education institutions shall establish full scholarship programs, or their equivalent in financial aid, to at least 10% of the number of regular students, at any of the levels of higher education training. Beneficiaries will be those who do not have sufficient economic resources, regular students with a high average and academic or artistic distinction, high-performance athletes who represent the country in international events, people with disabilities, and those belonging to peoples and nationalities of Ecuador, Ecuadorian citizens abroad, returned or deported migrants on condition that they accredit levels of academic performance regulated by each institution.”

To fulfill this purpose, the LOES also establishes that “The criteria for the award of scholarships will be economic condition, situation of vulnerability, territorial proximity, excellence and relevance. In addition, the criterion for the award of scholarships may be the reparation of rights ordered by a competent judge. The mechanisms and values of the scholarships for the award will be regulated by the governing body of higher education. Higher education institutions are responsible for selecting and awarding the students who are beneficiaries of the scholarships, due to their responsible autonomy and compliance with the public policy issued for this purpose. The governing body of higher education, through the relevant mechanisms, shall implement at least one programme of financial aid for maintenance to those students inserted in the higher education system who are in a condition of poverty or extreme poverty.’ (…) “Without prejudice to the provisions of the law, higher education institutions, on the basis of their responsible autonomy, may establish their own mechanisms, requirements and other conditions for the formulation and execution of their scholarship programs or projects.”(…)

With the aforementioned principles, ESPE maintains a scholarship execution plan for its regular students (those who maintain academic responsibility and are enrolled in at least 60% of its curriculum).
